Asbestos Operations and Maintenance (O&M) Plan

An Operations and Maintenance (O&M) program is a formulated plan of training, cleaning, work practices, and surveillance to maintain asbestos-containing materials (ACM) within buildings in good condition. The goal is to minimize exposure of all building occupants to asbestos fibers.
Purpose:
· Ensure proper cleanup of asbestos fibers previously released
· Prevent further releases of asbestos fibers
· Monitor the condition of Asbestos Containing Materials (ACM)
· Maintain ACM in good condition

Training

Awareness
- Awareness training shall be conducted for all new hire employees
- Employees not directly working on asbestos work shall be instructed on procedures for special O&M operations
- Training shall be documented at the end of each class by signature of each new employee
- Training shall be conducted by the Program Manager – (2-8 hours)

ii. Health effects of asbestos
iii. Worker protection programs
iv. Locations of ACM and Presumed Asbestos-Containing Material (PACM) in the building
v. Recognition of ACM and PACM damage and deterioration
vi. The O&M program for that building
vii. Proper response to fiber release episodes.

Special O&M
- Special work regarding the systems where ACM or Potential Asbestos Containing Materials (PACM) is present shall be overseen by the Program Manager, and all workers shall be trained by the Program Manager
- At least 16 hours of training is required for O&M work

iv. Descriptions of the proper methods of handling ACM, including waste handling and disposal
v. Respirator use, care, and fit-testing
vi. Protective clothing donning, use, and handling
vii. Hands-on exercises for techniques such as glovebag work and HEPA vacuum use and maintenance
viii. Appropriate and proper worker decontamination procedures.

Abatement
- Abatement workers shall be certified by an accredited training agency certified by the state department of environmental management for licensed workers
- All training shall be documented and certifications maintained by each employee
- The program manager shall be responsible for implementing training, however a trained industrial hygienist or other state certified program shall conduct training
- Components
i. Awareness plus O&M plus the following
ii. Pre-asbestos abatement work activities
iii. Work area preparation
iv. Establishing decontamination units
v. Personal protection, including respirator selection, use, fit-testing, and protective clothing
vi. Worker decontamination procedures
vii. Safety considerations in the abatement work area
viii. A series of practical hands-on exercises
ix. Proper handling and disposal of ACM wastes.
Occupant Notification
The HVAC system and piping where ACM is present shall be marked by signs stating asbestos is present and to avoid moving in the area where the ACM is present
Prior to conducting and O&M work on the ACM, the Program Manager shall be notified using the attached forms
Occupants in the area shall be notified of the work at least one business day prior to conducting work except in the case of an emergency
Placarding and containment shall be used during abatement and O&M work

Monitoring

Periodic Reinspections
- ACM shall be inspected at least biannually by the inspector to insure that it has not been disturbed.
- If damaged or friable ACM is found damaged, the Program Manager must be notified immediately

Air Quality Inspections
- The Program Manager will be responsible for conducting follow up air monitoring at least annually using accredited National Institute of Occupational Safety and Health (NIOSH) methods
- Air monitoring will also be conducted whenever abatement, O&M work, or emergency work is conducted in the area. Air monitoring will be personal air monitoring when work is conducted, and area sampling when unavailable

Methods
- Only NIOSH 7400 (Air by Phase Contrast Microscopy (PCM)) or NIOSH 9002 (bulk by PCM/PLM) shall be used for collecting samples
- Any changes to sampling methodology shall be dictated by the Program Manager

Work Requests
- All work requests will be submitted electronically or in writing to the program manager at least 24 hours prior to work commencing using the attached forms except in the case of an emergency

Supervision
- Abatement work shall be overseen by the Abatement Crew
- The program manager shall oversee all other work

Clearance Inspections
- Clearance inspections shall be conducted by a licensed Asbestos inspector
Safe Work Practices
1. Wet methods (such as applying water to ACM with a low pressure hand/pump sprayer).
2. Use of mini-enclosures.
3. Use of portable power tools equipped with special local ventilation attachments.
4. Area isolation.
5. Avoidance of certain activities, such as sawing, sanding, and drilling ACM.

- Applying Cosmetics
Five Tiers of Control
- Elimination of the hazard – Abatement of the Asbestos
- Substitution – Using a different material rather than ACM
- Engineering – Using ventilation or encapsulation of ACM
- Administrative – Removing all people from areas near ACM

Emergency Release Procedures
- Isolate the area with a barrier containment
- Notify affected employees
- Contact the Program Manager and Abatement crew
Record Keeping
The following reports shall be kept on file by the Program Manager
· Inspection and assessment reports
· The O&M program plan
· Work practices and procedures
· Respirator use procedures
· Fiber release reports
· Application for maintenance work and work approval forms
· Evaluations of work affecting ACM
· Reinspections/surveillance of ACM
Notification
Prior to any asbestos abatement work, demolition, or renovation of large areas, the state and local governments may need to be notified in writing. The program manager shall be responsible for notifying the Indiana Department of Environmental Management (IDEM) and the Indianapolis Office of Environmental Quality.
